The Congress of Realities seems like it must be an important organization, but it has only been seen a few times. It may be difficult to completely understand and may be open to interpretation. The Congress has been depicted as an organization of all nexus guardians in the multiverse. The members of the Congress are described as agents of the Living Tribunal, acting liasons to the other realities and to the Living Tribunal. This puts them into a "cosmic" framework (although as individuals they aren't necessarily cosmic-powered). This may seem to skirt around explicitly "religious" material, but the Living Tribunal is a cosmic agent of the One Above All, or in other words, God. So it would seem that the Congress is a divinely appointed organization, even as it operates in a non-sectarian, not expressly religious manner. The members of the Congress might be regarded as mortal and secular "angels." Some members of the Congress were associated with Thog and/or Ereshkigel. This faction of the Congress was evil and was opposed by Man-Thing.
