When Lex Luthor was first introduced in Action Comics #23 (Apr. 1940) he was indeed an arch-villain who was apparently bent on world domination. He was engaged in a plan to spread war throughout all Europe. But there were many differences between the character in his original appearance and the character as he is known today. As he first appeared, he had a full head of red hair. This version also was never given a first name. He was known simply as "Luthor."
