Agent 9 was a S.H.I.E.L.D. agent who went rogue and worked for the infamous Nazi villain the Red Skull. Agent 9 managed to take over the entire SHIELD Helicarrier for the Skull. Agent 9 wanted to use SHIELD information to start a world war. This is pretty villainous activity. Everybody knows that the Red Skull is one of history's greatest villains and was Adolph Hitler's right-hand man during World War II.
Agent 9 was finally killed by Sharon Carter (a.k.a. SHIELD's Agent 13). A full account of Agent 9's motivations was never provided. What remains unrevealed is what why Agent 9, a high-ranking SHIELD agent, a person who worked for the world's top peace-keeping agency, would align with such villainy. We are assuming this agent was a Nazi or Nazi sympathizer of some sort. Perhaps Agent 9 fantasized that a world war would destabilize society so much that the world could become subjected to the Red Skull and his twisted Nazi/fascist ideals.
