Major Hoy was a major in the Sin Cong Communist Party army. He originally posed as an underling to "the Commissar," who appeared to be a super-humanly strong military officer, but was really a robot.

Major Hoy was a true believer in Communism. He wanted to use the Commisar as a propaganda tool by demonstrating the superior power of the Communist man.
