Tarkington Brown was a man who worked in the New York City mayor's office. He found out that he was terminally ill and that he only had a few weeks to live. He wanted to make a lasting contribution to society before he did, so he recruited a number of police officers to form a "murder squad." He organized this group and sent them to kill criminals.

At a party, Daredevil's girlfriend Heather Glenn got drunk and revealed Daredevil's secret identity to Tarkington Brown.

Brown was frustrated when his Murder Squad was unable to kill murderer Bruno Ponchatrane, a man who was successfully defended in court by Foggy Nelson and Matt Murdock. The first time the Murders Squad tried to kill Ponchatrane, Daredevil thwarted their attempt. So Brown sent his Murder Squad to kill Daredevil, to prevent him from standing in the way of the Squad's murderous vigilantism (including their next attempt to kill Ponchatrane).
