Delores was the brains behind the Waterboys, a group of terrorist criminals. Hers appears to be an interesting story, borne of contemporary angst and real-world headlines. Delores was raped by a young minority kid (black or Hispanic), but her assailant was not jailed. Because the rapist was a minority youth with personal problems, the courts of New York City simply put him on probation. After being released on probation instead of put in jail, the rapist raped Delores again. Delores perceived the courts to be overly liberal and lenient in coddling her rapist. Delores was incensed at the city's actions and vowed to have revenge. She eventually met two like-minded women (Janet and Ruth), with whom she formed a pact. (Janet and Ruth also wanted revenge against New York City, but for a different reason.) As the Waterboys, they attempted to blackmail New York City. They planned to blow up the city's water system. Janet made it clear that her motivations were purely about vengeance. Delores, on the other hand, made it clear that she wanted revenge, but it was also important that she "get even, not mad," and that she wanted the blackmail money.
