Little is known about the Feathered Felon. He is clearly of sub-normal intelligence, but it is now known why. It is not even clear if his wings and flight abilities are innate or come from some sort of flight suit. We would theorize, however, that his powers are innate, because his lack of intelligence clearly makes him incapable of creating a flight suit of his own, and there appears no reason why anybody would give him such a suit. He may be a mutant or mutate, but it has been theorized that he is some sort of super-evolved bird or animal, perhaps like an Ani-Mate (like Bird-Brain) or on of the Avians of Sky Island, or one of the High Evolutionary's Ani-Men. This explanation for the character seems plausible, but it is unconfirmed.
