A gang named the Coney Island Cruisers has a deal with the mob. The gang is working to clear out a nearly-abandoned apartment building which the mob wants to use to hide stolen goods. Captain America gets involved, protecting the building's last tenant - Jacob Kirsch, a man the gang is trying to bully into leaving.

A handful of mobsters are on hand to see if gang leader Big Thunder can deliver on his promise to clear the building. Big Thunder also tells them he will demonstrate his ability to protect the mob's property, by defeating Captain America in hand-to-hand combat. (Big Thunder has taken Jacob Kirsch, to force Captain America to go along with this fight, and let Big Thunder win.)

The leader of this contingent of mobsters who come to observe the fight is named Mr. Fields. His right-hand man is named Bruno. Their names are revealed in panel 2 on page 13 in Captain America (vol. 1) #240:

Mr. Fields: I believe that Mr. Thunder could prove to be just the man to handle our... warehousing problem, Bruno!
