Richard Johnston was a politician who worked under the mayor of Los Angeles. An astrologer told Johnston that he needed to evacuate Los Angeles because it would sink into the sea. Johnston did not believe the man, until a battle between Hawkeye and criminals resulted in a small scale model of L.A. being destroyed. The astrologer told Johnston that he would one day be President of the United States. Johnston didn't believe this prediction would come true completely, but believed that the astrologer's predictions could be partially correct, and that he might one day be the president of a small corporation.
