The character who became known as "Red Hulk" first appeared in Hulk (vol. 2) #1 (Feb. 2008), which was written by Jeph Loeb, with art by Ed McGuinness and Dexter Vines. It was over two years before the true identity of Red Hulk was finally revealed: He was Thunderbolt Ross.

Thunderbolt Ross was thought to be a Catholic, at least nominally so. His daughter, Betty, even became a Catholic novitiate and almost became a nun. But in his guise as the villainous and vicious Red Hulk, Thunderbolt Ross expressed clearly atheist views. As Red Hulk, Ross largely retained his normal intellect, but his change did appear to have some effect on his mental state. It is not yet entirely clear if Red Hulk's expressions of religious disbelief reflect views held by Ross prior to his transformation. This is a possibility. It is also possibility that the massive transformation into Red Hulk altered his views.

Excerpts

BELOW: Bruce Banner (The Hulk) believes that General Thunderbolt Ross is "obsessed" with hunting the Hulk: Bruce Banner (The Hulk) recalls yet another time that General Thunderbolt Ross searched for the Hulk: "I'm certain that others were searching as well... But General Ross has played this game many, many times. I hide... He seeks. He's obsessed with it. And, I think, he's obsessed with me."
