Senator Bart Ingrid was an American politician who had been bullied by Jack Monroe as a child. Monroe later grew up and became the super-hero known as Nomad.

As an adult, Bart Ingrid became a U.S. Senator and was even a potential vice-presidential candidate on the Ross Perot ticket. The Senator's public face didn't reveal his inner feelings and sympathies. He revived the Nazi movement in Clutier, built up a militia, and commissioned the mercenary assassin Zaran to kill Nomad.

Senator Ingrid even attempted to detonate a bomb in the U.S. Senate chamber, but Nomad thwarted his attempt. Senator Bart Ingrid was killed by Nomad, using the same Siccael gun the Senator had tried to acquire for himself.
