Number 8 was an agent of the Secret Empire. Captain America and Falcon managed to infiltrate the Secret Empire headquarters in the American Southwest.

After the Secret Empire unsuccessfully tried to kill them with a room rigged with lasers, the agents at the Secret Empire headquarters went all out trying to find the heroes. Number 8 can be seen in panel 2 on page 7 in Captain America (vol. 1) #174. In this panel, Number 8 is wearing a black hood over his head, a hood with a number "8" on his forehead.

Number 8 shouts: "Spread out, you men! Ten of you search the detention areas--ten more take the sleeping quarters--and the rest of you come with me!" We'll meet Number 68 on the Third Level!"

Given Number 8's low number designation, and given the fact the is barking orders to over twenty other agents in this scene, it is clear that Number 8 was an agent of some significant authority within the Secret Empire.
