Chief Parkhurst was NOT a member of the eco-terrorist group F.O.R.C.E. This group sent him a threatening video. He then worked to contact heroes for help. He managed to enlist help from Iron Man and the Fantastic Four using emergency bandwidths.
As he was referred to as "Chief Parkhust" (with "Chief" used as a title before his name) we assume that Chief Parkhurst was a police chief. But he was also a police captain.
