Pepe was a "brujo", a Spanish word that can be translated as "warlock" (male witch) or "witch doctor" or "medicine man", which is what one source identifies him as. The story with Pape apparently took place in Mexico. Brujos are often associated with some form of Santeria.

That Pepe is a "brujo" is not in question. This is his defining characteristic. Whether or not Pepe is a practitioner of Santeria or is a "brujo" in some other religious tradition is not yet confirmed. Possibly the word is used here simply to indicate a male practitioner of magic.

Pepe apparently had genuine magical ability, but not enough to prevent himself from being gunned down by the human smugglers that he rescued the Punisher from.
