Agent Melvey was a guard who worked on "The Raft," the maximum-maximum security prison facility located on an island near Riker's Island, off the coast of New York City.
Agent Melvey was working on Level B on the night that the super-villain Electro broke into the Raft facility (traveling as electricity through the electrical conduits) and materialized. Melvey appears to have been hit with a fairly large electrical shock. He was probably injured, but probably did not die.
