The man known only as "Snake" was a criminal working for Brant Lee. On Lee's behalf, Snake killed homeless people that were given food and shelter at a mission/homeless shelter. Lee's plan was to take out life insurance policies on the homeless people and then send them on errands. Snake would then kill the homeless people while they were on their errands, staging fatal "accidents." Lee would then collect the insurance payouts.

The super-heroine Miss America discovered the scheme and thwarted it. Snake was captured and turned over to the authorities.
