"Supreme Hydra" does not refer to a single character. It is the title used by whoever is the current leader of the international terrorist pseudo-religious group known as "Hydra."

Little is known about the very first "Supreme Hydra." He was a Japanese man. He was murdered by the villainous Baron Strucker when he refused to step down. Strucker subsequently assumed the identity of the "Supreme Hydra" for himself.
