Takegura was a wealthy, powerful and ruthless businessman who was regarded as very "right-wing" or ultra-conservative. Takegura was less than enamored with many characteristics of the modern democratic political system in Japan. Takegura wanted to restore the old ways of Japanese Imperialist monarchy. He was killed by the Punisher before he could bring his plan to fruition.

Mr. Takegura's "Marvel Guide" entry described him thus: "Takegura is an excellent businessman, but also a very conservative one, believing in old fashion business methods. Among his highest values are honor. Takegura is even capable of killing people who gets in his way."
