Officer Williams was a police officer who worked for the NYPD in New York City.

The white supremacist group known as "National Force" was holding a rally in Central Park. Although their message was objectionable to nearly all New Yorkers, the gathering was legal. The National Force had proper permits from the city. Nevertheless the racist message of the group enraged a crowd of onlookers, who tried to rush the stage and attack the "Grand Director" who was delivering the hateful message of the National Force.

Officer Williams was one of the police officers who tried to maintain peace and blocked angry onlookers from getting to the Grand Director.

Officer Williams' name was identified in Captain America (vol. 1) #231, on page 15 in panel 4. Another officer tells him: "Williams, call up reinforcements! We won't be able to contain this crows much longer!"
