Nelson Kohler (a.k.a. "Witness") exists in a ghost-like state. Only a few select individuals are able to perceive him. He is drawn to the awakening of new paranormals.
It is not entirely clear whether Nelson Kohler is a deceased spirit or a paranormal himself whose "super power" is existing in a spirit-like state. Further research on this subject may might illuminate this subject, but ultimately, one might question how much difference the answer makes to Kohler himself.
