Dynamo Kid is classified as a "Dynamo Kid" because he applied for membership in the Legion of Super-Heroes but was rejected.
Despite the fact that Dynamite Kid posed as a super-hero, wore a super-hero costume, and apparently had a super power (he could project lightning, thanks to a concealed device), he wasn't really a super-hero. He didn't really even want to be a super-hero. He was just a reporter trying to get an "inside" new story about the Legion.
