Keating was seen viewing security monitors at the Slabside Island Maximum Security prison for super-human villains (also known as the "Slab" for shot). He had thick red hair worn as Mutton Chops. The top of his head was entirely bald.

It is not entirely clear that this man's name was actually "Keating." His boss, Warden Zimmer, called him "Keating" in panel 5 on page 2 of Joker: Last Laugh #1. But on the next page, in panel 8, Warden Zimmer calls this man "Keaton."

Keating's job is also not explicitly identified. Clearly he works at the Slab. Clearly he works under Warden Zimmer. But Keating does not appear to be a guard. He is apparently a doctor, or perhaps a psychologist. His full body isn't shown, but he appears to be wearing some kid of white smock. In one video that he plays back on security monitors for Warden Zimmer to see, we can see Keating himself in the room with the Joker when the Joker is given the news that he has a terminal brain tumor. Also, it is Keating who explains how the Joker went through all seven classic stages of grief when he was given the news: shock, numbness, denial, bargaining, rage, guilt, and acceptance.
