Samuel T. Underwood was a member of the New Populist Party, a fledgeling third party political group. They were dissatisfied with the major American political parties (Democrats and Republicans) and they wanted to run a strong candidate for their alternative party.

Underwood ran the political convention for the New Populist Party. At the convention he told the Daily Globe newspaper that Captain America was running for U.S. President as their candidate. This was not true.

The New Populist Part sincerely tried to get Captain America to run for president, but the hero did not do so.
