Udo was the administrative director of the Kleinmann Institute, which was founded by Dr. Horst Kleinmann. Although Udo was the director of the Institute, Dr. Kleinmann was still the key researcher. Udo was sort of an assistant to Dr. Kleinmann (at least Dr. Kleinmann) treated him that way).

But when Dr. Kleinmann was severely injured after attacking Nightmask in the dreamworld, the star researcher needed time to recover. Udo was a capable administrator in his own right, and he continued to lead the Institute regardless of Dr. Kleinmann's condition. But the most prized clientele of the Institute went there because of Dr. Kleinmann' reputation. So when Dr. Kleinmann was mostly unavailable while recovering, the Institute suffered a loss of business and funding.
