Members of Altered Strain are metagene carriers who have yet to manifest any super-powers. They want the government to find a way to activate their latent powers. The members of Altered Strain believe that they are the natural leaders of humanity.
Altered Strain's beliefs and ideology mark them as similar, although not identical, to mutant supremacists. They are essentially latent mutants and they seem to sincerely belief that this accident of birth should give them rights beyond those of regular people.
