Toru Tarakoto had a fanatical desire to take over Japan and purge it of Yankee/Western influence. He was so fanatical in his ultra-nationalistic beliefs that he allied himself with the Communist Chinese (even though he himself was not a Communist) and worked with them in developing the Zoga robot. Tarakoto donned a powerful suit of armor provided by his Communist allies. Iron Man thwarted Monster-Master's fanatical schemes.
