An unnamed scientist with a distinctive full beard and moustache was featured on pages 4, 5, and 7 in this story. The scientist appears to be the least scientist of a team that helped Governor Andrew Warner evolve into his latent mutant form, a form that scientist said is what humans will evolve into thousands of years in the future. The team of scientists worked in a center labelled "Medical Research" on the outside door. It appears that their center was located in a hospital, or perhaps a university.

While beginning the procedure, the scientist explained, "The lamps will hasten the mutating function of the mutant-gland at the base of the brain. It's beginning to function, now! See -- his body is glowing!"

When Governor Andrew Warner's new "future human" mutant form proved to be extremely powerful and also extremely dangerous and hateful of normal humans, it left to go find a source of gamma rays to finish its evolution. The unnamed scientist gave Batman a device, explaining, "This instrument will help you follow him, Batman! It's tuned to the pulsations of the mutation gland in his head!"
