An unnamed U.S. Army general was featured in panels 1 and 2 on page 15 of this story. The general explained the dangerous compound central to the story's plot. The narrative caption states: "With the foreign agents behind bars, a high-ranking general bares some details of the sensational case . . ."

The general explained to Batman: "These pills that the spies got hold of are a top-secret chemical weapon that the U.S. Army developed, but would never use, Batman! The effect is too inhuman! However, our enemies have no such scruples! Anyone who swallows the chemical soon arouses in other people that he meets a homicidal hatred against him! The effect is automatic, overwhelming!"
