Edgar Peters was an innocent accountant who was experimented upon without his knowledge by villains who were testing a new compound. The chemical concoction caused everybody else around the dosed victim to feel murderous rage toward the person.

Edgar Peters was the first person shown to fall victim to this treatment. Later in the story Batman himself was subjected to this experiment. Fortunately neither of them were killed, but both could have been had they not succeeded in fleeing the Gotham citizens who attacked them.

Edgar Peters was not the first person the villains experimented upon. As the news later reporter, Peters was the third person in a week to fall victim to unprovoked attacks by passers-by. After Batman and Robin saw the news report about the attack on Peters they decided to investigate.
