Sims appears in the four pages of additional material that was added to the first-ever Superman story when it was re-printed in Superman #1. These 4 pages were not included in the original presentation of Superman's inaugural adventure when it appeared a year earlier in Action Comics #1. There was no mention of Sims whatsoever in the original version of the story. He appears only in the expanded version of Superman #1.
Sims was a man falsely accused of murder. When Clark Kent was trying to get a job at the Daily Star, he wanted to bring a big "scoop" to the editor. Overhearing a call come into the editor's desk about a mob attacking the county jail, Clark went there as Superman. He helped prevent a mob from lynching a prisoner they were angry with, a man named Sims.
When Superman had a moment alone with the prisoner, the falsely convicted man told him his story. Sims told Superman: "I'm bein' held for th' murder of Jack Kennedy. But I didn't do it . . . And neither did Evelyn Curry, th' girl who's bein' electrocuted tonight for it!"
Superman asked, "Who is the murderer?"
Sims answered: "Bea Carroll . . . singer at the Hilow Night Club. She rubbed him out for two-timing her, then framed Evelyn!"
Superman thanked Sims and went to the Hilow Night Club to check out Bea Carroll. Superman ended up capturing Ms. Carroll, getting her to sign a confession, and delivered her to the governor's mansion. Superman convinced the governor to pardon Ms. Curry. Presumably Mr. Sims was released as well.
