Superman believed (no doubt correctly) that patent attorney Harvey Brown had stolen his clients' inventions. The colorful extra-legal superhero wrecked Harvey Brown's office and warned the attorney that if he didn't go out of business he would come back to finish the job. Superman apparently thrashed Harvey Brown himself somewhat, as the police he called to the scene found the frightened but angry man with torn clothing, mussed hair and blackened eyes.
