Superman wanted to end a bloody civil war in Boravia. He destroyed a munitions factory and confronted Lubane, the evil munitions magnate who was profiteering from the war - a confrontation that left the weapons maker dead. Then Superman tacked what, in his words, was "the toughest task of all!"

The narration in panel 3 of page 20 in the story "Superman Champions Universal Peace!" describes the hero's actions: "Shortly after -- down streaks Superman toward a building within which representatives of the two warring factions have assembled to discuss peace."

Inside the "great hall of the building" three representatives were bickering, clearing unable to come to an agreement. The were in the middle of deciding to part ways with their differences unsettled when Superman leaped through the window. The superhero told them they would not leave the room until they came to terms. The representatives definitely didn't want to take orders from Superman, but the Man of Steel threatened their lives by knocking down three of the four pillars holding up the roof. Finally the representatives signed a peace treaty and ended the Boravian civil war.
