Superman confronted a night watchman that he caught sabotaging the Atlas Building construction site. Five construction workers had already died from this night watchman's previous acts of sabotage. Superman extracted from the duplicitous watchman the name of the man he worked for: Butch Grogan.

Superman went to Grogan's residence and confronted the gang leader's butler on pages 7 through 10 of the story "Superman and the Skyscrapers" in Superman #2 (Fall 1939). Grogan himself finally showed up, holding a gun on Superman, on page 10. Superman's confrontation with Grogan was presented on pages 10 through 12. During this encounter, Superman extracted from Grogan the fact that he had been hired by Nat Grayson, the president of a rival construction company. Superman's interrogation of Grogan ended when a police officer arrived on the scene and chased them both.

On page 13 Butch Grogan called Nat Grayson to warn the man that Superman was already on his way to get him. The police officer caught up with Grogan while he was talking to Grayson on the phone. Grogan fled once again. The police officer shot Grogan in the back, killing the criminal instantly.

Butch Grogan, who easily gave up Nat Grayson's name when pressured by Superman, had no loyalty to anybody but himself and no apparent religious beliefs or ethical ideology. Butch Grogan was a hard-boiled criminal who ordered sabotage that resulted in the deaths of five men. Grogan also tried to kill Superman. Butch Grogan committed his deadly crimes purely out of greed and he can easily be classified as manifestly non-religious.
