Reporter Dick Daniels introduced Morton Twist to Clark Kent and Lois Lane in panel 2 on page 4 of the story retroactively titled "Racketeer Terror in Gateston" in Superman #6 (Sep.-Oct. 1940). Daniels said, "Meet Morton Twist, a local lawyer who heads the Citizens' Committee, which is co-operating with the paper to rid the city of racketeering."

Later in the story, Morton Twist is revealed as the mastermind behind "Brute" Bashby. When Lois Lane caught Bashby and Twist meeting together in secret (panel 2 on page 12), she said, "It's as I suspected! You, Twist, are the mastermind behind "Brute"! You took your position as head of the Citizens' Committee only to cover up your nefarious deeds!"
