Sergeant Clancy appeared only in the story retroactively titled "The Construction Scam," published in Superman #6 (Sep.-Oct. 1940). A good case can be made that "Sergeant Clancy" in this story was actually intended to be Jerry Siegel's new police sergeant supporting character "Sergeant Casey," but that Siegel or the letterer wrote the wrong name. Sergeant Casey was introduced in a different story in this same issue (Superman #6). In fact, the Grand Comics Database Project's listing for this story lists the character as "Sgt. Casey (as Sgt. Clancy)."
It may be impossible to know for sure whether or not "Sergeant Clancy" was intended to be a distinct character. Police sergeants Casey and Clancy look similar, but not identical. This could just as easily be due to a lack of consistency and skill on the part of the artists as much as any intention to draw different characters, however.
