Mayor Hansen, who is apparently the mayor of Metropolis, is one of the villains in this story. Superman catches the mayor taking graft from a construction racket in this story. At the end the story, Superman's threats have Mayor Hansen and Mr. Jackson (the corrupt construction company owner) confessing and asking to be arrested.
A different mayor of Metropolis was portrayed just a few months prior in the "Amnesiac Robbers," stories published in Action Comics #25 (June 1940). That mayor's last name was never revealed, but his first name was John. Mayor Hansen is not the same person as John. Mayor Hansen has a moustache, a full head of hair, and distinctively protruding ears. John was almost completely bald, with just a small amount of hair at the back of his head, and did not have the moustache and protruding ears.
It is likely that writer Jerry Siegel was making little or no attempt to keep track of government official characters from story to story, even for a position as important as the mayor of Metropolis. But as far as can be gleaned from the context of these stories, both of these characters are supposed to be the mayor of Metropolis, and they are different people, so there must have been a change of administration in the interim.
