Morgan was a corrupt poll worker who had been "planted" in the 43rd Ward, the largest in Metropolis, by corrupt political boss Nat Burly. When it looked like Burly's ally, corrupt public prosecutor Ralph Dale, would lose the election, Morgan stuffed the ballot with votes for Dale. Superman overheard Burly and Dale discussing this plan, however. Superman flew to the 43rd Ward and caught Morgan in the act of trying to change the results of the election. Superman brought Morgan to the radio broadcast of Dale's victory speech and forced him to confess. Thus, the plan of Dale and Burly, which hinged on Morgan's help, was thwarted and the rightful, honest candidate became the new public prosecutor.
