The group known as "Volunteers for Peace" stremuously objected to American re-armament. They rallied people to their cause. Apparently the bulk of this group was sincere in their radical pacifist views. They did not realize that the group's leader, Stuart Pemberton, was actually a traitor. Pemberton was trying to undermine American defensive capabilities so that the country he secretly worked for (identified only as "Nation X") could more easily invade and conquer the United States. Pemberton called in a squad of bombers to violently attack an American location.

Most members of Volunteers for Peace were sincere pacifists and loyal Americans, but their leader was certainly not.
