Weasel led Crime Syndicate, Inc. after the group's former chief died and before they recruited the Joker to be their new leader. Weasel apparently did not covet leadership. It was Weasel himself who thought of freeing the Joker from police custody in the hospital and asking the criminal genius to lead the Crime Syndicate.

The Joker betrayed Weasel and the Crime Syndicate as soon as he recuperated from his injuries while in the Syndicate's care. (The Joker had been injured during a previous encounter with Batman.) After administering a sleeping potion to Weasel and the other Crime Syndicate criminals, the Joker fled with the Pharaoh's Gemes he had helped them steal. It is possible that after the Joker left, leadership of the Crime Syndicate reverted back to Weasel.
