Circus Charlie worked with the Crime Syndicate, Inc. when he masqueraded as Batman in a successful effort to draw police guards away from the hospital where the Joker was being treated. The police chased the man they thought was Batman and left their posts surrounding the hospital. The other criminals of the Crime Syndicate were then able to abscond with the Joker. Circus Charlie led police on quite a chase for a while, but eventually they shot him and killed him.

Speaking in a heavy "gangland accent," one of Circus Charlie's cohorts in the Crime Syndicate referred to him as "Coicus Cholly." (This is how the name appeared in a dialogue box in panel 3 on page 8. The accent-altered pronunciation of the name might have been less ambiguously rendered as "Soicus Cholly." This change in the first letter of the word based on "Circus", however, may have made it even more difficult for a casual reader to recognize who the speaker was referring to.)
