Joey was one of a number of thugs hired by Dr. Hugo Vreekill to use the evil scientist's steel-melting technology to destroy bridges in a bid to demand blackmail money from the bridge construction firms. Joey's name was revealed in panel 7 page 6. Joey worked with a handful of other, unnamed thugs. The crew appears to have had about six men in it. Joey and his cohorts were setting up one Dr. Vreekill's machine on another bridge when they were thwarted by Batman and Robin and turned over to police.
