Although indexed in the Comic Book Database (ComicBookDB.com) as "Mayor Green," this character's name is clearly shown as "Mayor Greer" throughout this story - in perhaps a dozen places. "Green" appears simply to be a transcription or indexing error.
Mayor Greer is a very fat man. He is clearly a different character than the thin teacher "Mr. Greer," seen a few months earlier in "A Master Murderer" in Detective Comics #41 (July 1940).
