The Ugly Horde appeared in only one story: "The Ugliest Man In the World" in Batman #3 (Fall 1940). But this group was actually mentioned briefly in a second story, in "The Batman Vs. the Cat-Woman," which was published in the same issue of Batman. In panel 3 on page 3 of this story, Commissioner Gordon, looking for somebody to bring in the recently re-surfaced thief Catwoman, tells Detective McGonigle: "You, McGonigle . . . You managed to round up that 'Ugly Horde' mob last month when no one else could. --Heaven only knows how! --Anyway, I'm assigning you to bring in the Cat!"

This may seem mundane, but it actually represents a rather unusual occurence in these early years of Batman comics. Nearly every story during this time period was entirely self-contained, without reference to previous stories. Not only did most villains from this period never appear again, most were never even mentioned again. At this time, only the Joker and Catwoman were recurring villains. The use of Detective McGonigle and this mention of the gang he helped apprehend is a distinct rarity.
