"Elmer" was a failed creation of mad scientist Professor Zunbar. The creature looks much like and is clearly based on the Creature from the Black Lagoon, the titular monster from the film released the same year this comic book story was published.

Elmer was intended to be amphibious, but instead turned out to be afraid of water. The creature was unstable, oddly attracted to Professor Zunbar's unnamed assistant, and proved impossible to control.

Professor captured the Sub-Mariner, intending to transplant the aquatic hero's brain and organs into Elmer in order to make the monster fully amphibious. But Elmer was destroyed in an explosion before Zunbar could do any of this.
