An unnamed Columbian diplomat sought help from Norman Osborn (who was at that time the director of Homeland Security and H.A.M.M.E.R.) against the American super-heroes Cloak and Dagger, who were destroying illegal (but profitable) poppy fields. This diplomat was clearly being bribed by the drug lords who run much of Columbia.
