A group of Salifist arms dealers battled members of the Justice Society of America on pages 10 through 12 of JSA vs. Kobra #1 (Aug. 2009). Kobra (Jason Burr) narrates the scene, describing the arms dealers thus: "The men are from Bialya, members of a Salifist sect, determined to roll back the clock in their country. They will die before they allow themselves to be taken. And the heroes will die before allowing any of them to martyr themselves. Perfect symmetry."

As these Bialyan arms dealers are fanatical and ideologically-driven, they could probably also be described as terrorists. In this particular story, however, they are apparently providing weapons to Kobra cultists, adherents of a religion quite different from their own.
