The mysterious villain known only as "The Agitator" was apparently the person who posted a large bounty on Spider-Man. Many mercenaries and villains, including Master Monarch, the Wicked Brigade, Ms. Fortune, and Squid (Donny Callahan), sought to collect the bounty by capturing Spider-Man.
The Agitator's own operatives accompanied Master Monarch to observe who Spider-Man fared against the Wicked Brigade, a group which was trying to collect the bounty.
The Agitator was never actually depicted, but was only mentioned. It is unknown what the Agitator actually looks like. Even the character's gender is unknown.
