Originally, Agent Morro appears merely to be a regular FBI agent assigned by the United Nations to investigate the disappearance of King and Trelane. But eventually it is revealed that Agent Morro has a key role in King's master plan. Prior to disappearing, Jackson King implanted instructions in Agent Morro's brain. Agent Morro is thus a sleeper agent who is doing the bidding of the very man he is assigned to locate.
