Harry Morton was an unemployed dishwasher in Midway City, the headquarters of the Doom Patrol. One source we saw classified Morton as a "villain" in the first half of the Doom Patrol story he appears in. Another source lists him simply as a "supporting character."

One might wonder what sort of threat a dishwasher posed to the Doom Patrol. Harry Morton was frustrated with his situation in life. He threatened to shoot a gun at a massive natural gas container. The resulting explosion would have killed or injured many people in the city. The Doom Patrol stopped Harry before he could shoot his gun and cause any damage.

Harry Morton wasn't a career criminal or recurring villain, but he was irresponsible and self-centered and he clearly was the villain chapter 1 of this Doom Patrol story.
