Dr. Weir paid Beast-Boy's guardian (Nicholas Galtry) for chance to examine him.

By hypnotizing Beast-Boy, Dr. Weir obtained the secret of the de-evolving formula Beast-Boy's father created and used on him to save his life. Dr. Weir then created goggles which could de-evolve people and generate dinosaurs. He tried to conquer the world (starting with Midway City), but was thwarted by the Doom Patrol.
